Fix Design System and Paper Cuts TW assignments

Why is this change being made?

We noticed in gitlab-org/technical-writing#1033 that there were some new groups added to the Manage stage:

• Design System: Suzanne was incorrectly assigned as the TW for this group, probably due to a cut and paste from an existing group in Manage. For now, we'll assign to the #docs Slack channel. If we need to assign a TW at a later stage, we'll do it as part of our rebalance process.
• UX Paper Cuts: This doesn't have any TW assignment and displays as blank in the assignments table. To reduce confusion, assigning to #docs channel.
