Remove cover image related tasks from release post manager responsibilities

Why is this change being made?

Closes Product#5162

This MR removes release post manager tasks related to selecting the cover image.

The brand team will keep the /images/release_post_covers/ directory populated with branded cover images that the release post will load based on milestone.
