Update again the DORA category in the stages.yml

Why is this change being made?

Restore the stages.yml changes from !111590 (merged)

@hsnir1 Thanks! I was wondering how this info disappeared, but it looks like it's because during the transition Optimize appeared both in Manage and Plan for a bit. When the DORA category was added, it was done under the Manage entry which was later deleted. Mystery solved!
