Add new DORA Metrics category

Overview

This MR proposes a new category - "DORA Metrics" to groupoptimize.

The goal of this new category is to increase marketing awareness about GitLab DORA offering. This is base on marketing and executive feedback.

Currently, DORA Metrics are incorporated under Value Stream Management category.

Features proposal:

1. DORA dashboard in context of value stream.
2. DORA Overtime charts.
3. Custom DORA reporting.
4. DORA APIs.

Historical related category changes

• Revise Optimize categories
• Absorb the Insights category into Value Stream Management and DevOps Adoption
• Absorb the Code Analytics category into Value Stream Management and DevOps Adoption
