Key Result: Meaningfully participate in infrastructure incident reviews

When an incident happens that affects services that we own, we should ensure that we're participating in reviews to learn from these incidents as well as contribute to a timely solution.

The Production Incidents board contains the incidents in various states of workflow/lifecycle, while there's currently a process in place to label these incidents appropriately and in a timely manner that isn't the responsibility of the team, the expectation is for the team to become involved once made aware.

Where the team isn't involved, we should document the reasons.
