MR Rate has two measures, one is for just members of the team, the other includes ~"community contribution"s as defined by label-based counts. This KR targets the label based metric.
KRs are stretch goals by default, we acknowledge that 4th quarter is often when people take time off for various reasons. While our Narrow MR rate might not reach our goal, evaluating the efficiency and productivity of the team is still something we want to do. It might be worth calculating the practical MR rate for the team based on the number of team members who are working.

Retrospective
Good
- Two teams saw an increase in their Narrow MR Rates through the quarter
- Significant increase in Narrow MR Rate for grouprelease which is a new team
- Average Narrow MR Rate across teams was equal to target
- In spite of holiday period performance is still great
Bad
- groupconfigure had it's Narrow MR Rate decrease (but average stayed above target)
- grouprelease was below target though this is expected for a new team

Try not changing the metrics mid stream -
Keep working on efficiency but likely more value in other KPIs like Say/Do ratio
