Document process for publishing experiment results in the handbook

The Experimentation working group exit criteria includes defining a process for publishing experiment results.

This issue should determine what is published, when, where, and for how long (archiving, etc).

Documentation: Code cleanup process once an experiment is complete, where to write up results, how to determine which experiments are active or completed.
