Notifications for when pipelines are fixed

Proposal

We are slowly rolling out Notifications for when pipelines are fixed and we want to notify users about it via a blog post that we're going to test out fixed email notification on gitlab.com. During this term, users start getting fixed notifications. We should also guide them to disable notification setting if that's not what they want.
