Create an issue from any handbook page

Problem to solve

Currently, there is a way to view or edit the code at the bottom of each page in the GitLab handbook. However, collaborators on the handbook may have valuable, actionable feedback but not be prepared to actively contribute a solution.

Proposal

Create a way to quickly generate an issue from a handbook page, apply default labels to the issue, assign it to the CODEOWNER (where applicable) and generally take the guesswork out of providing feedback on specific content.

Details

This makes sense to go in the tooltip that appears when content is selected, but also at the page-level alongside the editing links and any future metadata about the page.
