Reduce maximum allowed file size on www-gitlab-com repo to 2 MB
Why is this change being made?
The repo size of www-gitlab-com is large (it's currently almost 7 gig). This slows down CI builds and causes other problems.
This change will update the maximum allowed file size in the repository settings to 2 MB.
Currently, there are no non-image/non-movie/non-PDF files larger than 2 MB, so this should not prevent normal work (see output below).
If someone needs to commit a file larger than 2M, there are several other options for hosting them outside of the repo (see &424).
