Move the Topics page into the dropdown
Briefly describe the request
The Topics page is currently hard to find (located at the bottom of most pages). It would perform better and be more intuitive if it is located in the dropdown under Resources.

What team/dept/company initiatives does this relate to?
- Content team would like this more visible to engage more readership, improve page views. Topics on the page have high SEO value, but location isn't helping.

Nope.
What problem(s) are we trying to solve? What are the goals?
- Primary: Allow Topics page more visibility.
- Improved navigation
- Intuitive usability
- Topics pages will be iterated to include Solutions links and GitLab Learning links, so this will provide these pages higher visibility as well.
Who is the audience?
- Potential buyers
- Awareness level
- Readership looking for industry topic info.

- Page views
