Handbook pages sometimes reflow after loading, moving content targeted by fragment identifiers.
When a page with a table of contents is loaded, the table of contents appears in the main column before being moved to the sidebar, causing the page to reflow and the page contents to shift. When such a page is loaded with a URL that contains a fragment identifier, the contents shift away from the intended content. This makes for a really rough experience.
Can we get this resolved?
