Get the what's new generator into a pipeline that can be run by the RPM

Problem to solve

The what's new generator is a very useful tool that eliminates a lot of manual copying and pasting for the Release Post Manager (RPM). However, the link to it in the release post template is broken and the tool itself is not easily available for a RPM to run.

Proposal

Have the What's new generator in a pipeline that can be run by the RPM.

1. convert python code to ruby and integrate into www repo
2. test
3. update handbook instructions
