"Upcoming features" page does not show features of upcoming release, but only of release after that

Briefly describe the bug
The "upcoming features" page oftentimes does not show the features in the actual upcoming release, but only in the release after that. Upcoming Gitlab releases are removed too early from that page.
If possible, please specify how to reproduce the bug
For example, as of 2024-05-14, The upcoming features page only shows the upcoming features in Gitlab 17.1 and newer, but not the upcoming features in Gitlab 17.0, although there is not even a public release candidate git tag of Gitlab 17.0 yet, Gitlab 17.0 is scheduled to be released only on 2024-05-16, and therefore, the corresponding release blog post will also only be released on 2024-05-16.
This discrepancy makes it needlessly complicated for administrators of self-hosted Gitlab instances to prepare for upcoming releases and figure out what changes are to be expected. Please consider keeping the current release on the upcoming features page until after the release blog post of that release has actually been published.

The problem goes away when using an incognito window. -
