Hackathon time counter confusion

Hi, I can be wrong, but it looks that Hackathon Time Counter makes little confusion.

Repro steps:

1. Go to https://about.gitlab.com/community/hackathon/ and take a look at 'nextHackathonCountdown' (time counter)
2. Check with your time and 00.00 UTC

There is info about starts at 0.00 UTC, in this case time is UTC+1/UTC+2 and counter looks good, but for local time. (not UTC+0)
