[DRAFT] Blog: Announcing GitLab URL changes

Please note that there is a different process for when you want to announce something via the blog. Please see announcement requests in the handbook and open an announcement request issue instead of a blog post issue.
Proposal
We are planning to change a lot of URLs at GitLab and want our customers to know early so they can give feedback. Ideally we'll publish this early so we can link them to the feedback issue and address big concerns before 17.0 which is when the change would be official.
