Release post: Deprecations should list "Removal date" only when deprecations.due is defined

Problem to solve

Right now, the release post template always displays "Removal date", even when no deprecations.due is defined. See attached screenshot.

Proposal

Since we are also using "Deprecations" to list changes that are "for info", let's allow for deprecation blocks that don't come with a specific due date.
