UI Defect: Assignee Dropdown is showing two scrollbars

Two scroll bars are showing but there should only be one

When we open the page for assigning a Merge Request, we see two y-axis scroll bars side by side. This can be reduced to just one scroll bar which can make the UI look cleaner.
