Wind down the Certify group

Overview

The Certify group is being wound down as part of a reorganization.

The tasks in this issue will be required to ensure that product categories successfully move to other groups, automations are stopped and handbook pages removed.

We need to essentially revert the tasks in #9200 (closed).

• Create triage-ops issue for label change.
  • Bulk update all issues with ~group::certify label to ~group::product planning (or correct group) Issue
