Frontend: Make it clear that the UI limit JWT access setting toggle is going away in 16.0
Problem
We would like users to know that this limit JWT access setting is going away in 16.0. the proposal is to explicitly mention that in the UI.

Messaging to be shown:
The ability to limit JSON Web Token access has been added temporarily. It is planned to be enabled in all projects and the setting removed in GitLab 16.0.
