Blog post about releasing migrating GitLab projects with groups by direct transfer to open beta

Proposal
I'd like to add a blog post about releasing migrating GitLab projects with groups by direct transfer to open beta, that will happen with this milestone, 15.8., see related release post item , similar to another blog post about beta release: https://about.gitlab.com/blog/2022/12/15/get-ready-for-new-gitlab-web-ide/
I'll write the blog post and would appreciate help with reviewing it and making it ready to be published. I would like to publish it before the release post items have to be merged, so before 17th January.
