How do we handle the "bursting" of maintainer reviews?

Overview

During the last 2022-05-04 working group call (agenda) a few participantss spoke to the idea that removing the 🔴 emoji would cause an, almost immediate, burst of reviews which would saturate that ICs capacity and lead to them almost immediately marking themselves as unavailable again.

Potential Solutions

• Add an upper-bound for the number of assigned MR reviews for each maintainer when roulette picks a maintainer.
• More accurately record the maintainer ratio for each project taking in to account current capacity.
• Increase the current 2-day SLO for maintainer reviews.
• Boring solution: Ask all maintainers who are concerned about capacity issues to remove their 🔴 en masse, which will likely have the counter-intuitive effect of more evenly spreading out reviews and avoiding the need to 🔴 in the first place.
