Filter HA Proxy transfer data by tier

As part of #12980 (closed), we are working to load HA Proxy transfer data into SiSense so we can use it for analyzing our transfer cost. As part of that, we would also like to be able to split this traffic by tier, so we can determine how much our various tiers are responsible for this traffic. This will allow us to have concrete allocation for finance.

This may require changes to our software or infrastructure, to see if we can capture this data somehow.
