Document move to JetBrains floating license server

Briefly describe the update

We are moving to JetBrains Floating License server. https://www.jetbrains.com/help/license-server-in-cloud/getting_started.html

It ties in with Okta for easier on and offboarding and will allow us to use floating licenses in future to save company money.

The change should be documented in the handbook.
