atom.xml feed does not have unique update timestamps only dates

Briefly describe the bug
The updated
tags for all entries in the feed are dates and not timestamps. This causes notifier problems that use the updated
at to determine what entries to notify, notably Slack's RSS integration.
This specifically is making it challenging for GitLab JiHu to have timely notifications for Security releases using this feed.
Related context is at https://gitlab.com/gitlab-jh/gitlab-jh-enablement/-/issues/112#note_664681109. The JiHu Engineering team reached out to Slack who had this response:
Thanks for getting in touch about this issue with your Atom feed.
It looks like your RSS feed is sending back two entries with the same date (in the tag) which is unfortunately not supported by our RSS app. I’m sorry as our RSS integration can be quite picky on what feeds it considers valid or not, but we are trying to make this better to avoid this inconsistency.
However, we recognize that the RSS spec doesn’t require these date tags so you could instead try using an automation service to subscribe to RSS feeds such as:
- https://zapier.com/apps/rss/integrations/slack
- https://ifttt.com/connect/feed/slack
- https://automate.io/integration/rss-feed/slack
