None of the ToC links in https://about.gitlab.com/blog/* function

(Note the template behaviour is confusing, as it puts the text cursor way down so it looks like few fields are to be filled in)
What is/are the relevant URL(s)
Many URLs are affected, including https://about.gitlab.com/blog/2016/04/07/gitlab-pages-setup/ and https://about.gitlab.com/blog/2021/08/09/five-ways-to-scale-remote-work (maybe even all blog posts or all about.gitlab.com posts)
Briefly describe the bug
Example: A link is broken and when hovering over it the color is the wrong color and poorly aligned.

Just after posting blog-gitlab-com#26, I figured out that repository is now defunct in favour of this monorepository.
So this is more or less a repeat, with some updated links to this monorepository.
None of the ToC links in https://about.gitlab.com/blog/2016/04/07/gitlab-pages-setup/ function: clicking on any ToC link does not bring you to any content.
For instance clicking on "Step by step" in the ToC does change the URL to https://about.gitlab.com/blog/2016/04/07/gitlab-pages-setup/#step-by-step, but does not scroll the page at all.
The odd thing is that clicking on "Leave a comment" does scroll down to the Disqus thread at https://about.gitlab.com/blog/2016/04/07/gitlab-pages-setup/#disqus_thread
https://gitlab.com/gitlab-com/www-gitlab-com/-/blob/master/sites/uncategorized/source/blog/blog-posts/2016-04-07-gitlab-pages-setup.html.md looks good, so my gut feeling is something else is blocking navigation on that page.

So both cookie banners seem not to cause this behaviour.
I rechecked in the anonymous Windows of both Chrome (latest version) and Firefox (latest version): both fail, so it is not an extension on my side blocking things.
I also tried more recent blog posts. Though the most recent ones lack a ToC, they do have headings with id
attributes. Opening https://about.gitlab.com/blog/2021/08/09/five-ways-to-scale-remote-work/#build-a-rest-ethic-within-your-organization in an anonymous Windows however does scroll "Build a rest ethic within your organization" into view.
If possible, please specify how to reproduce the bug
