FY22-Q3 KR Make review-qa-smoke mandatory

This is a followup from #11568 (closed)

• Disallow review-deploy job to fail gitlab-org/gitlab!61655 (merged)
• Disallow review-qa-smoke job to fail gitlab-org/gitlab!72411 (merged)

Daily reports on review-qa-smoke failures are generated via https://gitlab.com/gitlab-org/quality/toolbox/-/pipeline_schedules/106780/edit scheduled job and sent to #g_qe_dev Slack channel.

There are also maintenance tasks that need to be completed, but which don't need to delay disallowing review-qa-smoke to fail:

• Upgrade the Review Apps cluster to resolve NodeAffinity failed errors: gitlab-org/gitlab#337160 (closed) - scheduled for 2021-08-12
• Remove the old node pool that was replaced recently - https://gitlab.com/gitlab-org/quality/engineering-productivity-infrastructure/-/merge_requests/13 (blocked by very old MRs that need to be rebased)
