FY22-Q3 Manage Optimize: Increase Manage retrospective engagement to 60% per milestone

Description

Currently, Optimize has 8 (10 prior to %14.2 ) team members who are pinged on the the monthly retro issue. We have recently noticed a significant drop in the number of participants.
