Increase Narrow MR Rate from 9 to 10 => 5%

Narrow MR rate decreased from a high in October in November and December. It has increased to January around 7.75. We attribute some of the decrease to the holidays and increased PTO, as well as realignments which occurred during the quarter. Updating scoring to 5% since MR rate has stopped decreasing but we have not succeeded in increasing this quarter.
