How to indicate what features are Starter for existing releases

Users who are currently on a Starter tier, and may not be on the latest release, may be interested in seeing what features are available to them when upgrading. Going forward are unlikely to offer new features at Starter, so it's only an issue for existing releases.

How can we best offer this guidance to existing Starter customers, without potentially confusing new customers who may be looking at 13.8 release post and see Starter features?
