Improve Large Contentful Paint (LCP) performance for high priority endpoint in each stage => 80%

The team has made some significant progress on LCP in this quarter. Highlights:

• Verify stage - massive improvement to slowest endpoint (18 sec) to be under 2.5 sec: gitlab-org/gitlab#285147 (closed)
• Release stage improved Release list endpoint by 30%: gitlab-org/gitlab#238194 (comment 485079525)
• Package stage - massive improvement to Container Registry index page. The improvement is NOT captured by LCP (LCP fires before most useful data is loaded on this page). However it represents a major improvement in perceived performance and user experience. gitlab-org/gitlab#280847 (closed)
• Multiple other areas of improvement or planned follow up documented in gitlab-org&5150

Updating scoring to 80%.

Package and Release have identified high priority endpoint and is planning to optimize it in %13.8. Verify is working to identify which endpoints should be a focus and can be prioritized this quarter. Other groups have reviewed their endpoints and found their performance to be acceptable.
