Checks for Runner hosts

Do we need/want checks that are executed on Runner hosts?

For example for https://docs.gitlab.com/ee/update/deprecations.html?removal_milestone=15.0&breaking_only=true#known-host-required-for-gitlab-runner-ssh-executor, we'd have to check config.toml.
