Add version deprecated field

The version_fixed field is a bit misleading for some of the checks. For example, the omniauth-azure-oauth2 gem is deprecated in version 17.0, not fixed.

We define version_fixed as "The version where it's resolved (null if ongoing)".

I believe this could lead to situations where a customer may decide to skip reading the message for certain warnings if they are planning to upgrade past the "fixed" version, because they assume that it will automagically be fixed.

Can we add a version_deprecated field?
