Improve issue subscription hints for SSCs

Subscribing to the labels created way too much noise for me. I inquired in the SSC Slack, and others agreed that the current tips here might not be the most practical. I reworded and mentioned some alternatives. (Also restructured a little bit as these two distinct list items both covered basically the same thing before.)
