Align managers across DevOps lifecycle

I’ve portioned out the different DevOps Stages in the Support Stable Counterparts doc and added a few more areas that needed oversight. I didn’t make an overwhelming attempt to balance things, but those with fewer do tend to have “heavier” areas. In areas where existing relationships (that I know about) exist I’ve tried to preserve them.
