Keeping a Kubernetes project and cluster for Testing

We have recently been doing quite a bit of testing with Auto Devops that require a Kubernetes cluster.

I know that recently we were asked to delete clusters that are unused, but I was wondering if the support team could have 1 project (e.g. minimal rails app or minimal ruby app) where a Kubernetes cluster is created (in gitlab-internal) and stays active/available for us to do testing.

Currently, we have to re-create the cluster and reinstall everything each time, which can be quite time consuming.

@lyle does this seem reasonable? if so, who would we talk to about this?
