Create GitLab CEOC and CMOC groups

Need

There is no easy way to tag members of the CEOC / CMOC /GD CMOC on GitLab.com when changes are being made / discussed.

We can post in the SWIR, but teammates may not view that until the end of week / following week.

It could also help to add the groups as code-owners for relevant process docs.

Approach

Create three new groups

@gitlab-com/support/CMOC

@gitlab-com/support/GDCMOC

@gitlab-com/support/CEOC

I'm assuming we'll also need to update oncall issues to ensure users are added to the relevant group before their first shift.

Benefit

Easily tag groups for discussions in MRs and work Items

Competition / Alternatives

Leave as is with notifications being posted to SWIR and relevant Slack channels.
