Breaking changes analysis for 18.0

We have some existing tooling from CS here that can help users identify which breaking changes are relevant to them based on their product usage.

In this issue I'm analyzing all 18.0 breaking changes to determine which can be tested for with existing tooling, and/or which could feasibly done with additional tooling.
