Working on Tickets page: Add introduction explaining how the page is organised

Add a paragraph introducing the rationale behind how the page is organised, and what content belongs to the page and what does not.

This is to make the page more "resilient" by helping people identify where they can add, update or remove content and try to reduce the growth of writing/editing debt.
