Create process for code-of-conduct violations

We had an extreme case of a situation that would be covered by https://about.gitlab.com/handbook/support/#what-if-i-feel-threatened-or-harassed-while-handling-a-support-request

Ultimately, a manager responded with the following and closed it.

Hello,

While we would usually be very happy to help you out with any issue, we cannot assist you on this ticket due to the language used not adhering to our code of conduct.

Please create a new ticket and one of our support engineers will assist you on it.

There was concern raised at the time that responding to such a case with your name attached could invite you to further harassment. It was also noted that the people-group code of conduct isn't quite the right one.

Other things

There was a suggestion to update the ToS with more clear language of what happens for Code of Conduct violations. As this will require legal approval, it's outside of the scope of this issue.
