[Handbook] Replace/update cross-functional meetings section with stable counterparts

We currently have a section in the landing page titled Cross Functional Meetings.

It looks like FY20-Q2 OKR (AMER-W): Rollout Support Stable Counterparts is a similar concept and should be added here.
