Restructure columns of Support's Issue List for Fulfillment spreadsheet
Context
I would like to reorder the columns that we use in the Support's Issue List for Fulfillment spreadsheet to:
- make each row easier to read
- make it easier for L&R Support to add new issues and epics to the spreadsheet
- include information needed by the L&R Support DRIs when sorting and prioritizing issues and epics
Proposal
I propose we make the following changes:

D | Support Interest label | the scope part of the Support Interest::xxx label |
