Consideration: update stage adoption reporting to incorporate product tiers for which stages are applicable per tier

Problem: reporting percentage of stages adopted (number of customers who have adopted X stage / total customers) will be inaccurate for certain stages because adoption is only possible for Ultimate/Gold.
Based on a conversation with @rmsrohan, we should reconsider how we report on stage adoption due to which tier a customer is on. For example, if a customer is on Starter, there are select Stages that they cannot adopt until they move to Premium or Ultimate.
