Upgrade a few mature alerts to critical and enable paging

Currently this will just go to Production team but soon we'll hook things up so they can go to DB team.

This enables paging for the following alerts:

  • PostgreSQL_TooManyDeadTuples
  • PostgreSQL_SplitBrain
  • PostgreSQL_SplitBrain_Replicas
  • PostgreSQL_TooFewPrometheusScrapes
  • PostgreSQL_ExporterErrors
