What

Move the existing Service Desk panels from the Product Planning dashboard to the Respond dashboard. The panels have not been modified, just moved.

Why

Service Desk: move Grafana panels to Respond da... (gitlab-org/gitlab#398166 - closed)

Service Desk is owned by grouprespond, not groupproduct planning.
