Route SSLCertExpiresSoon alert to issue tracker
We're bringing back issue alerts. We previously disabled most of these because they were too flappy and generated tens of issues at a time.
Let's see how this one goes.
We have SSLCertExpiresSoon which looks ahead 14 days and will now generate an issue (instead of getting lost in slack).
If it remains unaddressed for 7 days, we get SSLCertExpiresVerySoon which goes to the pager.
Hopefully this will allow us to catch these earlier without paging the on-call on a weekend.
