Process for retrieving and analyzing archived runner logs

Runner logs are getting archived now. We should work out a process for unpacking archived logs, which are stored as gzip files, and how to query and analyze them.

We will want a runbooks entry or video instruction (or both) to help us with the process on rare occasions that we need to pull archived logs.
