Move Pulse Survey to Culture Amp

We send the Pulse Survey monthly to members of the Engineering department to measure their job satisfaction and stay notified of any emerging trends.

Currently, we run this process as outlined here (except for the UX team, which uses a platform called Qualtrics).

A requirement of the survey results is to display them at the Manager level for teams of 4 or more GitLabbers. Our current tools do not do this in a way that allows us to ensure a reasonable level of anonymity for participants.

We'd like to move this survey to Culture Amp to meet this requirement.
