Improve GitLab Performance Hackathon

During lunch today, @mitchellwright, @ahanselka and I were discussing about how to make GitLab better.

One of the more obvious things that can be improved at GitLab, is performance. Obviously, I don't think we will be able to spend an entire release on just performance improvements, but what if we could do a 24 hour hackathon at GitLab instead?

We could have some kind of prize to incentivize and maybe we can also open this hackathon to the public. Seeing as how performance is a key OKR for much of the engineering side of GitLab, this could be an option for executing on that objective.
