I'm sure there's a good reason for us having `gitlab-com` and `gitlab-org` as peer groups, but now that we have sub-groups, I can't really see it, and it is causing a few problems. 1. Labels, milestones, etc. aren't shared between them. 1. Searching for issues that might be in either group requires two searches.
